The least costly way to fund a moneybookers account? ?

I live in the USA and I need to open a moneybookers acct. I was on their website and they said they charge a 1.9% fee on debit card funding. However, I also read that it was only 1.5 to 3 Euros depending on the currency. Has anyone in the US opened an account with them?
