problem sending money from USA to overseas via moneybookers.com?

it seems moneybookers.com does not allow US people to send $ overseas any more. I know Odesk uses moneybookers, so I'm wondering how they are able to continue using that service to pay their contractors.

1. My guess is that it has something to do with online gambling. Could people in the U.S. have been using that service to transfer funds to overseas gambling websites? Since the U.S. had a hard time preventing people from gambling online, they decided to prevent people from transferring money to their overseas gambling accounts, which prevents them from gambling since they have no money to gamble.

Whenever the government tries to prevent people from doing illegal things that should be legal anyway, they go overboard and mess up a whole bunch of people that aren't doing anything illegal. For example, all of the regulations about selling cold medicine because one of the ingredients is used to make meth. I'm sure at least 99.9% of the people are buying cold medicine because they have a cold and not because they are operating a meth lab in their home.
