How do ticket brokers sell tickets to concerts before they actually go on sale?

There are plenty of ticket brokers online selling tickets to concerts with exact seats, but Live Nation doesn't have them for sale yet. How can they sell the tickets already?

1. There must be some hiden rule in the tickets field.Every broker get his own channel to get the tickets.And the earlier they sell the more benefits they will get.

2. Many of them secure tickets with presales or insider connections.
