Do Mailing List Brokers trade with individual information or sell their info to online stores & adserving?

I am reviewing information about the evolution of new media and list brokers in the overall ecosystem.

What I would like to know is whether list brokers sell individual information (rather than a full list), catered for online service providers or adserving companies?

1. I think congress needs to pass a bill making any type of lists and information illegal because senior citizens often become targets of scam artists as well as other people.
