is moneybookers a safe way the buy items off the internet?

I am trying to buy a used boat off of auto trader the boat is a 2005 chaparral 204ssi for $4,900 the person who is selling the boat has contacted me and wants me to pay him through moneybookers i have already gone through a scam on auto trader (they were trying to get me to use moneygram which is unsafe) i need to know if moneybookers is a full proof way to ensure that i will get the boat please help
