How can I day trade safely with less than 25k in equity?

I am looking for a decent broker who will allow me to trade with a cash account without subjecting me to the PDT rule. From what I understand, the PDT rule does not apply to cash accounts yet some brokers prefer to interpret it that way. Anyway I need a broker who does allow unlimited daytrading on a cash account or perhaps the names of some prop firms which are reputable enough to trust.
I thought one of the requirements of being classified as a daytrader was having a margin account?
Ok I'm not looking for shady overseas brokerages nor do I want to hear stories about shady brokerages anywhere. I'm looking for reputable brokerages in the US or overseas, preferably regulated and insured that allow daytrading on cash accounts. SEC regulations do not specify that the PDT rule applies to cash accounts, they only talk about margin accounts.

1. if you meet the criteria for pattern day trading, you will be classified as one. the type of account you have is irrelevant. once you are classified as a PDT, the type of account and your level of equity determine what restrictions exist. if you have a cash account of less than $25k you will be VERY limited in your trading.

No one is exempt from classification if the criteria are met. SEC rule.

2. All firms are required by the US Government to follow the PDT rule. Some shady overseas brokerage may let you ignore the PDT rules, but you can't trust such a company not to run off with your money.

If you are labeled as a PDT, you must use a margin account and have $25,000 in assets.
