can i fund my moneybookers account in US dollars with a pakistani rupees credit card?

i live in lahore, pakistan. i have been told by my banker i.e askari bank that i cannot fund my moneybookers account with us dollars. if i get a credit card master or visa, in pakistan rupee and then try to fund my us dollars account, will it work. or else what is the alternative
