I want to know is the account created on www.moneybookers.com is free or we need to pay fee for account?

I need to transfer money from my account to my friend's account. Money transfer is from India to China. please tell me how to do that thro' Moneybooker. I want to know creating account in Moneybooker is free of cost?

You can create an account for free MB/Moneybookers.

But one thing, many developing countries doesn't allow sending money outside of the country. After you create the MB account you have to upload fund to you MB account before send it to china. If you able to upload fund you can send anywhere.
But if you are not able to send money to moneybookers from India............................?
So, go to the bank and ask them, Can you send money from India to an European Company (Moneybookers)? If yes then go ahead.
