Is the Moneybookers or Alert Pay instant payment?

I have to receive some money, but also to transfer it further. If someone pays me via Moneybookers or Alert Pay, how long it takes to have this payment on my (Alert Pay / Moneybookers) account? Can I use this payment momentarily and transfer it further (with Moneybookers)? I`m not sure if the Alert Pay is only for the payments and cant transfer further?
I never tried this so I`m not sure and its important...
