Can I use a Visa Gift Card for PayPal or Moneybookers?

I bought a Visa gift card from Target to buy something online, but Moneybookers and Paypal aren't accepting it. Do I have to change something in my account settings? Or do they just not accept it? Any help would be appreciated, thanks.

1. Paypal does not accept prepaid cards of any type. (While a few occasionally slip through, when Paypal realizes it, they freeze the accounts.)
