What kind of Feedback should I leave on eBay?

I have a customer that did not pay me. However he and eBay has stressed that there is a problem with this customers payment processor (PayPal) with converting currencies. This was only for 1 penny but the customer has contacted me to tell me that there was a problem that eBay is working on right now. I don't want to leave him bad feedback because he communicated the problem with me instead of just ignoring my attemtps for resolution. I can't put down that he paid me because that would be a lie, but I don't want to put down that he didn't pay because it would look bad on his part for something that he had no control over. So what would a suitable comment be for him. Positive or Neutral? What shold the comment be?
I have contacted eBay about this matter and they have confirmed it. They said I can continue to wait till they get things fixed which may take weeks or I can try to resolve this myself.

For the sake of 1 penny I couldn't be bothered. So I just want to end this transaction on a happy note and not cause any problems with this potential Future Customer

1. Did you have E-bay investigate or is this just what the customer is telling you?

2. Are you really serious? Your debating about ruining someones feedback over a penny? Do everyone a favor and post your ebay id that way no one buys from you. If you really need your penny go into a gas station and take a penny from the "give a penny- take a penny" stand! What if you bought something from someone and typed in 15.88 instead of 15.89 and the seller ruined your feedback?

3. This just makes me so glad I don't sell internationally. I'd say refund his money and leave positive feedback if he does. I never leave feedback till the buyer does.
