secure online payment merchant?

A client of mine sells virtual phone cards online for instant use (so there's no shipping, only phone-cards number). They currently use Verisign as their payment processor.

They are geting a huge amount of fraudelent transactions which are then being refunded and so they loose the business. They even use the clients phone number to call and verify but still doesn't help.

Does anyone know of a much more secure merchant or a solution that can lower the amount of fraudelent transactions?

the point here is that they have to activate the phone card imidiately after the purchase, so steps like "requesting credit card's copy, a photo ID, etc" are not applicable for this kind of business because it's gonna take lot of time and the clients want the phonecards right away

any idea what to do ?
