Is moneybookers.com a safe way to send money?

I ordered something off of ioffer.com and the seller accepts moneybookers.com is this a safe way to pay for my purchase? What happens if I don't receive the purchase? Is this site something like paypal? thanks Really need a good source answer soon!

1. Only a credit card provides true buyer's protection. All other payment forms give much less protection if you are dissatisfied with your purchase.

2. There are no chargebacks in MoneyBookers, anyways, what are you buying from the seller ?
