Moneybookers.com?

Since I can't open an account on PayPal, was wondering if moneybookers is good enough.
I would like to hear reviews from people who use it.
And is it possible to transfer money from moneybookers.com to someone who has a PayPal account?

1. Some googling shows reviews and opinions (positive and negative) dating back to 2005, no massive numbers of "scam alert" postings.

Personally I'd stick with a name I recognized (ie. Paypal) or one that had been recommended to me by someone I trust, but failing that I'm not seeing any serious red flags with respect to moneybookers.com.

Hopefully someone here has some first hand experience with them.
