paypal to moneybookers?

Anyone please help me to find the real exchange service from paypal to moneybookers, I don’t reside in US and paypal isn’t offered in my country, I have searched the internet but all I find is what can I say garbage links, I need money and have some funds in paypal, it’s not verified but I do have a sending limit.
I will appreciate if someone knows and help me with this

1. you'll need to withdrawal the money from pay pal first. they wont send it to a non registered party.
